Home information packs delayed

In a statement made by the Communities Secretary Ruth Kelly to the House of Commons regarding the implementation of Home Information Packs it was stated that they will be delaying the implementation from June 1st to August 1st.

The government will also revise the regulations and implement the following changes.

From August 1st Home information packs and energy performance certificates will be required for the sale of four bedroom properties and larger.

Until the end for this year, they will also allow people to market their properties as soon as they have commissioned the information packs, not having to wait until they have received them.

The minister for Housing Yvette Copper stated:

"Energy ratings for homes will help cut carbon emissions and family fuel bills. Given the serious threat from climate change, it would not have been acceptable for energy certificates to be subject to long legal delays and uncertainty."

The Council of Mortgage lenders welcomed the delay in the implementation of the home information packs and urged the Government to consider the best way of moving forward.
